These laws establish which goods can be transported and their maximum quantities, and the required characteristics and approvals for packaging and means of transport, the training of the people involved, labeling, documentation and required safety conditions. Hazardous substances are chemical elements and compounds that pose a risk to health, safety or the environment. These technically include all the substances and preparations that contain them that are listed in Appendix I to the 67/548/EC Directive.
In the case of asbestos, it must be transported and treated in accordance with the regulations in force (Law 10/98 on Waste, BOE 96). Royal Decree 1406/1989 (BOE 278), on limits to the commercialization and use of certain hazardous substances and preparations, requires that all products or packages that contain asbestos must comply with the special labeling provisions indicated in Appendix II of said decree, which specifies the type of label that products containing asbestos or their packagings must bear.
